Sonuç 

Bu makale, Transatlantik Eğilimler Araştırması verilerini analiz ederek Türk kamuoyunun NATO’ya yönelik tutumunu 2004–2010 yılları arasında incelemiştir. Elde edilen bulgular, Türk kamuoyunun yumuşak güvenlik bağlamında işaret edilen ve özellikle Soğuk Savaş sonrası dönemde önem kazanan bazı uluslararası güvenlik tehditlerine karşı, müttefiklerle birlikte askeri güç kullanımını gerektirebilecek öncelikte olan ortak güvenlik konuları arasında değerlendirdiğini ortaya koymaktadır. Bu çalışmada, Türk kamuoyunda NATO’nun ülke güvenliği için ‘gerekli’ olduğu düşüncesinin her yıl biraz daha zayıfladığı tespit edilmiş ve bu eğilime yol açtığı düşünülen tehdit faktörünün etkisi araştırılmıştır. Analizde, sosyo-demografik olarak sol görüşlü kişilerin daha ziyade NATO karşıtı oldukları gözlenmekle birlikte, eğitim seviyesinin, bireylerin yaş ya da cinsiyetinin NATO algısı üzerinde etkili olmadığı tespit edilmiştir. Oysa NATO algısını sadece siyasal ideoloji bağlamında değerlendirmek indirgemeci bir yaklaşım olacaktır. Sosyo-demografik etmenlerin de kontrol edildiği bu makalede uluslararası ittifakların varoluş nedenleri arasında en önemlilerinden birisi olarak kabul edilen tehdit algısının ittifakların gerekliliği üzerindeki tutumlarda doğrudan, fakat heterojen bir etkisinin olduğu gözlenmiştir. Küresel ölçekte düşünüldüğünde NATO’yu elzem kılan ortak tehdit uluslararası terörle mücadele ihtiyacı iken, bireylerin kendilerine yönelebilecek tehditler karşısındaki tercihleri daha farklıdır. Türkler bireysel güvenlik bağlamında dışarıdan gelebilecek mülteci akımlarına ya da kontrolsüz göçmen dalgalarına karşı NATO’ya başvurmanın gerekliliğini ifade etmişlerdir. Keza sınır aşan bir diğer tehdit olan salgın hastalıklar karşısında da NATO’nun gerekliliği de aynı şekilde tekrar vurgulanmıştır. 

Bu makalenin önemli bulgularından bir tanesi şudur: NATO’nun askeri operasyonlar için bir meşruiyet kaynağı sağladığını ve ittifakın demokratik devletler için bir ortak karar alma platformu olduğunu düşünenler, NATO’nun gerekline duydukları inancı vurgulamışlardır. Bu da NATO’nun hala askeri bir savunma platformu olduğuna dair kanaatin kuvvetli olduğunu bize hatırlat maktadır. Öte yandan liberal kuramın en temel sacayaklarından olan uluslararası örgütlerin işbirliği ve dayanışmayı arttırarak uluslararası barışı pekiştirdiği varsayımının Türk kamuoyu ve NATO örneğinde doğrulandığını da düşünmemiz gerekmektedir. 

Bu araştırmanın üzerinde dikkatle durulması gereken bir diğer bulgusu, NATO’nun Soğuk Savaş döneminde tartışmasız liderliğini üstlenen ABD ile Soğuk Savaş sonrası dönemde alternatif bir transatlantik güç olarak değerlendirilen 
AB’yi karşılaştırdığımızda, Türklerin Amerika ya da AB yanlısı tutumlarının NATO konusunda bir ikileme neden olup olmadığının tespitidir. Şöyle ki; ne Amerikacı ne de ABci bir tavır sergilemeyen Türklerin aslında her iki güce duydukları güven ve yakınlık hislerinin bir sonucu olarak NATO’yu kayıtsız bir şekilde benimsedikleri gözlenmektedir. 

Fakat Türk kamuoyunda NATO’nun ABD-AB yanlılığı ekseninde vazgeçilmez oluşu giderek etkisini yitirmektedir. Tersten bir okuma yaparsak, ABD ya da AB’ye yönelik tutumlarda olası bir değişim Türklerin NATO karşısındaki tutumlarını da kuvvetle değiştirebilir. 

Bu araştırmada ortaya konan bulgular ışığında Türk kamuoyunun NATO’ya yönelik tutumlarını daha ziyade konjonktürel olarak değerlendirmemiz gerektiği sonucuna varmak yanlış olmayacaktır. Tehdit algısının yön verdiği NATO karşıtlığı ve sempatisi aynı ölçüde Türklerin NATO’nun başat aktörlerine duydukları hisler ile de yakından ilintilidir. Bu doğrultuda Türkiye’nin NATO’ya üyeliğinin 60. yılında NATO’nun daha sıkı bir kamu diplomasisi yürütmesi ve bunu yaparken NATO ile Türkiye arasındaki ortak bağların önemine ve Türkiye’nin NATO için gerekliğine vurgu yapması Türk kamuoyu üzerinde etkili olabilir. Fakat NATO’nun kontrol altında doğrudan tutamayacağı konu uluslararası konjonktürdür. Küresel tehditlerin çeşitliliği, bunlara yanıt vermede karşılıklı bağımlılığa duyulan ihtiyaç ve küresel güç dengeleri, NATO algısı ile ilgili kompozisyonunun vazgeçilmez unsurları olarak önemini koruyacaktır. Liberal demokratik ülkelerde kamuoyu tercihlerinin dış politika yapımındaki normatif etkisi düşünüldüğünde Türk kamuoyunun Türkiye’nin altmış yıldır sadık bir üyesi olduğu NATO ile geleceği üzerinde önemli derecede etkilemesi kaçınılmazdır.
