Atlantik Paktı’ndan NATO’ya NATO Neden Genişledi, BÖLÜM 4

NATO Neden Genişledi? 

Uluslararası İlişkiler Kuramları ve ABD Rusya İç Siyasetinde Kutuplaşma Soğuk Savaş sonrası dönemde NATO’nun genişlemesi, Yeni Gerçekçilik, Yeni Liberalizm ve inşacılık gibi uluslararası ilişkilerin temel kuramsal gelenekleri tarafından açıklanması çok zor bir büyük muamma olarak karşımıza çıkmaktadır. Bu makalede, yukarıda sayılan ana kuramsal geleneklerin NATO’nun genişlemesine yaklaşımları, örnek eserler üzerinden incelenerek eleştirildi ve her kuramın NATO’nun genişlemesini sebep-sonuç ilişkileri çerçevesinde açıklama çabalarında tıkandığı noktalar tespit edilerek kuramsal ve ampirik yetersizlikleri vurgulandı. NATO’nun Soğuk Savaş sonrasında dağılması gerektiğine varan 
iddiaları da içinde barındıran Yeni Gerçekçi ve Yeni Liberal yaklaşımlar ilk genişleme de dahil olmak üzere tüm Soğuk Savaş sonrası gerçekleştirilen genişleme hamlelerini açıklamakta genel olarak başarısız olmaktadırlar. 

Her ikisi de pozitivist gelenekten gelen bu iki geleneksel yaklaşımın başarısızlığından doğan kuramsal boşluğu dolduran inşacı yaklaşımlar ise ancak 1999’da tamamlanan ilk genişleme hamlesini açıklamakta görece başarılı olabilmektedirler. Dahası, inşacı yaklaşım bu ilk genişleme hamlesinde de neden sadece Polonya, Macaristan ve Çek Cumhuriyeti’nin kabul edilip örneğin Slovenya’nın reddedildiğini açıklamakta başarısız olmaktadır. Bunun gibi, 1990’ların başında büyük bir hevesle başlayan genişleme çabasının neden 1996’ya kadar sürüncemede kaldığı ve hatta neredeyse rafa kaldırıldığını da inşacı yaklaşımlar tatminkâr bir şekilde açıklayamamaktadır. 

Yeni Gerçekçi, Yeni Liberal, ve inşacı yaklaşımların NATO’nun genişlemesini 
açıklamaktaki başarısızlığına karşın, bu makalede iddia edildiği üzere, ABD ve Rusya iç siyasetindeki gelişmelerin çakışmasının yukarıda sayılan bu unsurların hepsini çok daha tatminkar bir şekilde açıkladığı örneklerle gösterilmeye çalışıldı. Özellikle ABD’de Cumhuriyetçilerin önce Kongre (1994) sonra da başkanlık seçimlerini (2000 ve 2004) 

kazanarak iktidara gelmesi, Rusya’da da muhalefetteki komünistler ve aşırı milliyetçiler gücünü arttırırken, Primakov’da ve Putin’de ifadesini bulan askeri-güvenlik seçkinlerinin (siloviki) kademeli olarak iktidara gelmesiyle Amerikan-Rus kutuplaşması zirveye ulaştı.108 İç siyasal dinamiklerden kaynaklanan bu kutuplaşma da önce 1990’ların ikinci yarısında fakat bilhassa 2000’li yıllarda NATO’nun hızla genişlemesinin itici gücü oldu. 2008 yılındaki Rusya-Gürcistan Savaşı ve Yunanistan’ın Makedonya’nın üyeliğine karşı süren vetosu NATO’nun genişlemesini son dört yıldır durdurmuş gözükse de, Doğu Avrupa’da 
gerçekleşecek herhangi bir yeni genişleme hamlesinde belirleyici rolü yine ABD-Rusya iç siyasetinin ve iç siyasal dinamiklerin bir uzantısı olarak ikili ilişkilerin oynayacağını söylemek mümkündür.
